YOUTH INFORMATION AND COUNSELLING SERVICES IN OULU

A young person has the right to interesting and useful information.
Youth information and counselling is a service, which helps,
supports and deals out information on all upcoming questions a
young person might have. The employees are experts in the field of
information and in the support of young people in finding
information. The work done at youth information and counselling
aims at increasing young peoples knowledge about the society and
the abilities for living as a full member of it.
Asking doesn’t cost a thing
Youth information and counselling services are offered free of
charge and equally to all young people. The service is personal
and confidential and it is always based on the needs and wishes of
the customer. Young people are beginners as members of the society,
and this will be taken in account in the way service and
information is offered.
Finding clear-cut answers for the questions of young people is
challenging, because they usually are not focused but rather drawn
from the whole life situation. For a young person it might be hard
to tell apart what is the exact information needed. This makes the
support and counselling of qualified personnel especially
necessary.
Information enlightens
The youth information and counselling service Nappi in Oulu offers
its services to young people aged 15-29, to their parents and
people working among the youth. Young people can enter Nappi five
days a week or request information from the employees by telephone
or e-mail. Nappi serves yearly tens of thousands of customers.
When your own answers aren’t enough
The Youth Information and Counselling services in Oulu offer
information about housing, studying, work life, sexuality, EU’s
Youth Programmes, going abroad, hobbies, travelling, etc..
For information search, Nappi offers info folders, brochures,
magazines and computers. In Nappi it is possible to use the
internet and also wordprocessing- and picture editing programs.
The clients can also use a scanner and a printer. NettiNappi is a
resourceful website of Nappi which contains collected information
considered interesting to the young people. The immigrant section
of the website presents useful tips for immigrant youth in four
different languages. Also worthy of notice is the youth
information library, which offers material concerning different
aspects on the life of young people.
Development of the youth information and counselling services
For ten years Youth Information and Counselling services have been
a part of the Youth Affairs Centre of the city of Oulu. The city
of Oulu, the State Provincial Office of Oulu and the European
Social Fund were funding the Neppi-project, a program aimed at
developing the services of Nappi during the years 2001-2004. This
program, as a part of Objective 2 programme, enabled the renewal
of the webservice of Nappi and the opening of two new
Nappi-centres. Information work is a constantly changing field and
the services need to be developed continuously. Accordingly,
active reactions to the changes in the society are required from
the employees of Nappi-service.
European co-operation
The Youth Information and Counselling services in Oulu belong
ERYICA, which is the umbrella organisation of youth information
work, and they are also a part of the European Eurodesk-network.
With the help of these connections Nappi can offer current
information from all parts of Europe.
ERYICA (European Youth Information and Counselling Agency)
is the umbrella organisation of European youth information work
and has the aim of creating opportunities for co-operation between
different European countries. ERYICA has members from over 30
European countries and includes over 7000 centres following the
principles of youth information work recognised throughout Europe.
The Finnish youth information centres are represented in ERYICA by
Finnish Youth Co-operation Allianssi.
EURODESK is a network, which produces and transmits
information about the education and EU’s Youth Programmes and
about the possibilities of internationalisation for young people
and persons working among the youth. EURODESK-centres operate in
27 European countries.
